The Board approved the short range working plan for 2003-2004, which defines the following goals for the first year of INTECO operations:

• To prepare a study based on the socio-economic conditions of the region
• To define the strategic goals and to design a plan for their implementation
• To market and make INTECO known within and without the Central-Eastern region
• To establish strategic alliances with organizations akin to INTECO
